We went for the penguin.
The sign has the ice cream cone too, and that is good. It reminded me of when Humdinger's was still around. Who doesn't like a big twist cone?
But the reason we made a point of going was because of the cute sign. We are like that.
There was a long line of both cars and pedestrians, which I don't think comes from the sign. As it was, the food was pretty good.
We had wanted to try the long dogs, but they were out, so we got a cheeseburger, grilled cheese, and of course the cones.They are known for foot long cones, but even the small that we got was so big that imagining a foot each of hot dog and soft serve is kind of overpowering.
If you are staying in Cascade Locks (there were many nearby places to stay) it may make sense to visit multiple times. On your way back, you could probably pick up some fresh fruit. It was being sold out of a car right across the street.
Accessibility: Your best option is probably going to be the drive-through. For that you wait in line until you get to the window to place your order and pay, then pull around and park and they will bring you the order.
Funny story: They make a note of your car to bring you your order, but we confused them by being one of two gray Subarus. Different models, but the notes hadn't included one Sedan,one wagon. But the staff was great, and we liked their shirts.
COVID: Similarly, the drive-through is probably the best option here. The walk-up line is outside, but there were a lot of people, and I did not see any masks.
